本研究の目的は、子どもの放課後における居場所としての学童保育の在り方を概観し、その保育の質と密接に関係する指導員の実態を明らかにし、その専門性についての考察を行うことにある。保育所入所児童の約60%しか学童保育に入所していない。経済状況の悪化に伴い、労働に囲い込まれた保護者が増加し、目が行き届かない子どもの存在が増加している。学童保育の子どもたちが保育施設で「お帰りなさい」と迎えられるのは、子どもたちにとって学童保育がもう一つの生活の場となっているからである。それだけに指導員の専門性の向上および環境の改善を通して、量的拡充ばかりでなく、いかに保育の質を確保するかが問われている。国や自治体は学童保育の制度を整備し、指導員の雇用や資格制度の体系を充実させることが肝要である。 |

The purpose of this study is to get a general view of what after-school care for children should be, to clarify instructors' actual conditions and to consider their speciality. Only 60% of children who go to nursery schools use after-school care for children. With the deterioration in economic conditions, after-school care for children has become indispensable. Greetings such as "Welcome home" by the child-care instructors at the after-school care facility mean that this is an another living space for elementary school children. Therefore, how the quality of child care is assured has become a subject of study through the improvement of the speciality of instructors as well as their working environment. |
